Article 1a: Two Candidates For House Seat Urge Final Push / By JOHN GOOLRICK / The two 8th District congressional candidates both exhorted the party faithful last night to sock it to ‘em in the remaining 10 days of the campaign. / Incumbent Rep. William L. Scott, a Republican, warned about 50 supporters at a $10-a-plate dinner at the General Washington Inn, “We must be concerned about complacency. Everywhere I go I hear good things, but I hope we won’t let up. Two years ago Judge Smith thought he had nothing to worry about and that complacency helped beat him.” / At the Princess Anne Inn, where about 175 Democrats were gathered for a $10-a-plate dinner, Democratic nominee Andrew H. McCutcheon told the audience, “We’re going to win on Nov. 5. It will take a lot of work on your part and my part between now and then but we have brought unity to the Democratic party in the 8th District and we are going to have a Democrat in Congress once again.” / Principal speaker at the Democratic dinner was J. Vaughan Gary of Richmond, former 3rd District congressman who McCutcheon served as administrative assistant for four years. Article 1b: Gary told the audience that if, “I had to name one person in Virginia who was best qualified to serve in Congress, that man would be Andy McCutcheon…I know whereof I speak because it was my pleasure to have him on my staff and I can tell you that he’s a man who can do just about anything and do it well…if the people of this district have the wisdom to put him in Congress, I predict that within Article 1c: 10 years time, Andy McCutcheon will be known as one of the most distinguished and respected members of that body.” / Gary assailed what he termed the “frightening ecomomic record” of the national Republican party. In eight Republican years under Eisenhower, said Gary, there had been three recessions, unemployment climbed from three to seven percent and the average gross national product increased but $75 billion yearly. Under the years of the Kennedy-Johnson administrations since 1960, he said, there had been 92 months of depression free growth, a decline in unemployment from seven to four per cent and an average gross national product increase of $181.5 billion yearly.” Article 1d: “Many people seem to be protesting these days,” he said, “but about what I don’t know. I think this is a pretty good country myself and I think under the Democrats we have attained the greatest prosperity enjoyed by any nation in the history of the world.” / On the question of Vietnam, Gary defended the Johnson record and said he was opposed to “any Chamberlin type sell-out there or any place else…more than 20 years ago after a visit to Europe I came back to America and said I was convinced the goal of the Communists was nothing less than world domination. Nothing has happened in the meantime to change my mind.” / The law and order issue “we so often hear about” said Gary, “isn’t really a federal matter. It’s a state matter. The Constitution specifically gives the states authority to regulate their own domestic matters…if by law and order some of these candidates mean establishment of a federal gestapo, then I’m completely against it.” Article 1e: Scott, in his talk at the General Washington, noted that former Congressman Gary was “talking in favor of my opponent right here in Fredericksburg tonight and I think that’s good, I think it’s nice for a former boss to give a former employee a pat on the back. When my opponent worked for Mr. Gary, he used to vote down in the Third District near Richmond and, of course, that was as it should be. But as a matter of fact I am not sure at all that this man who is now running for Congress in the 8th District has ever voted in the 8th District. I’m not saying he hasn’t, but I’d be interested in knowing.” / Following the dinner, Scott was greeted by about 100 supporters, many of them Mary Washington College Young Republicans, at a free rally and dance at the Sheraton Motor Inn. “I haven’t been perfect,” he told the group, “and I haven’t claimed to be. I suspect that we will be seeing a great deal of activity on campus on behalf of the Presidential candidates—some has already begun—and I think this is great. I fervently hope that Richard Nixon will be the next President of the United States, because I think that only he can provide the leadership we so desperately need at home and abroad. / But I sincerely hope that in the excitement of this Presidential election, we don’t forget that there is also a Congressional race going on in this District. I worked for the election of Bill Scott in 1966 when he was first elected to Congress. Since then, I have become more convinced than ever that Bill Scott is a great Representative for the 8th District. / He has travelled to every part of the District to hear their problems at the county court houses; he has taken several polls of his constituent’s views and his voting has reflected these views; he has sent out newsletters to keep his constituents informed on what he is doing; and he has opened an office in Fredericksburg to further serve the District’s needs. In short, he has been a true Representative of all of the people in this District and a full-time Congressman. No matter how small a problem is, when someone feels deeply enough to ask Bill Scott for help, they get it. / There are so many things wrong with the government in Washington now, and sometimes we forget to show appreciation for those things that are good. I hope that during the hectic campaign of the next month the students here will consider the great job Bill Scott has done, and will join with the over-whelming number of 8th District residents in helping to re-elect Bill Scott to Congress. / Sincerely, / VALERIE ADAMS Article 3: The Free Lance-Star, Fredericksburg, Virginia Wednesday, September 25, 1968 / MW Students Form Group For Nixon / Mary Washington College students have formed a Youth for Nixon group at the college in honor of a National Youth for Nixon Week which begins today. / The MWC group is scheduled to distribute Nixon-Agnew flyers on campus this week and to recruit students to work on former vice president Richard Nixon’s campaign. College Young Republicans will also donate all the proceeds of a weekly fund-raising project to the Nixon campaign. / Later, the Youth for Nixon group will do volunteer work with local Republican writers, and members will write letters to their families and friends requesting support for Nixon. / The group is the second to be formed in the 8th District. The first was formed last week at Randolph-Macon College in Ashland. / Youth for Nixon Week, proclaimed by Nixon’s national youth organization, is scheduled to end Oct. 1. Article 4: National Nixon group opens MWC branch / Youth for Nixon, a national organization for student supporters of presidential hopeful Richard M. Nixon, reached the Mary Washington College campus two weeks ago. Differing from other Republican organizations at MWC, Youth for Nixon is for all Nixon supporters, regardless of any past or present party affiliation. / Members of Youth for Nixon feel that MWC Nixon supporters can make a real contribution towards Nixon’s election if they are joined together in an organized campaign effort. Beverley Brown, Youth for Nixon’s president at MWC says “the club’s main goal is to solicit Nixon support from adults of voting age around the community and state.” / Members are doing volunteer work at the Nixon campaign headquarters in Fredericksburg and will mail Nixon literature to voters of this area. Youth for Nixon also plans to have write-ups in the Richmond and Fredericksburg newspapers to show the tremendous support for Nixon among college-age people. / About 250 students at MWC are already Youth for Nixon members, and 250 new members are expected this week, Beverley said. Members will be given Nixon bumper stickers and campaign literature and will receive a weekly newsletter with current campaign developments. All work is voluntary—members can choose how much or how little work they want to do. Hot dogs were sold in the dorms on Tuesday nights to raise money for the club. Workers also went down to our new club headquarters on Sunken Road to get it into good working condition for this year’s activities. (Work on this project has been halted until after November 5.) On this campaign level several YRs, under the leadership of Marti Blair, typed 300 letters for our 8th District Congressman, Bill Scott asking his constituents for their active support. Mrs. Hancock of the Congressman’s Fredericksburg sends her special thanks to Nancy Cash, Bitty McCorkle, Genie Allen, Paula Scotti, Joan Mysiac, Pat Shoemaker, Juleane Brandis, Marti Blair, Nikki Fowler, and Trish Little for their efforts. But ours is a crusading generation.” / McDonald spoke to some 150 young people at the fourth annual state campaign workshop of the Virginia College Young Republican Federation. The dinner meeting, capping a day-long program of activities, was sponsored by the University of Virginia Young Republican Club. / McDonald said the “quiet crusaders” are tanking (sic) back the campuses from the rioters and rebels and want to see the United States emerge victorious from the Vietnam war. / The young, McDonald said, “want to get out and do something together and get the problems solved” without waiting for a federal handout. / Looking at the presidential race, McDonald said third party candidate George C. Wallace “appeals in frustration and offers simple solutions which won’t solve the problems.” He asked if the young would be willing to die in the service of their country if Wallace were commander-in-chief. / Democrat Hubert Humphrey, McDonald said, operates from a base “built on patronage and will try to buy the friendship of the world.” / A vote for Humphrey would be a vote for a “government which is master of the people rather than the servant.” He added that under Democratic leadership Supreme Court decisions “offer increasing protection for criminals.” / During an interview McDonald said young Republicans were not the type of people found in Sen. Eugene McCarthy’s “children’s crusade.” The McCarthites, he said, “were the flamboyant, the sign carriers, the yellers, the screamers, the bearded ones. But they represent only a small segment of the young population.” / He characterized young Republicans “as people out doing the gut work of politics; registering new voters and campaigning. They’re working for change, not a revolution. / He said the GOP, under the leadership of Richard M. Nixon, offers the young a chance for “bold new ideas and real charge. There has been some reexaminations within the party since 1964, McDonald added. / Raymond V. Humphreys, director of the Republican National Committee’s division of education, blamed “the sorry spectacle of the year of the Wallace” on a weak two-party system and a lack of federal responsibility and response. / Speaking at the University of Virginia’s new chemistry building, Humphrey’s urged some 299 young Republicans to work and “stand for something believable and challenging” for voters. / An effective citizen must be “involved in the machinery of politics,” he said. “A political independent is as useless as a capon in a henhouse.” / The biggest problem facing campaign workers is voter apathy, he contended. Citing the 7th district as an example, he said in an average precinct of 795 voters, 598 did not vote in the 1964 congressional election. / In a district-by-district analysis, state GOP Chairman Samuel E. Carpenter predicted the Republicans would claim eight of the 10 congressional seats after Nov. 5. / The GOP did not field candidates in either the 1st or 4th congressional districts, which Carpenter called “hard-core Wallace territory.” / Virginia, with 12 electoral voters, is especially vital in the coming presidential races and this importance is underscored by the current statewide “Republican Blitz” he said. / He forecast that Richard M. Nixon would carry about half the state’s votes, with George C. Wallace and Hubert H. Humphrey dividing the rest. / A. R. “Pete” Giesen, GOP candidate for the 7th congressional district seat, said that U.S. supreme court decisions and federal permissiveness have caused much of the current unrest and disorder through the nation. / As a possible remedy Giesen advocated a reinvolvement of state and local authority in government though block grants instead of the current system of grants-in-aid. Geisen urged the group to “join a crusade to save America.” He received a standing ovation following his remarks. / On state issues, State Sen. H. D. “Buz” Dawbarn of Waynesboro warned that state taxes will have to be “radically increased” by at least 10 per cent to finance the budget of the coming biennium. / Dawarn rapped the “myth of pay as you go,” which he said “went out the window some 15 years ago.” If the state hopes to meet current obligations, the new budget will have to be increased by at least $400,000, he said. / Dawbarn said it is time the state revised its financial thinking and started putting its “full faith and credit” behind loans to public institutions. He advocated a constitutional amendment that would increase borrowing power from the current 1 per cent state assessed value.
